Job Description

To support ESA’s the Large Platform Programme Division (TIA-PL) in the Telecommunications Satellite Programmes Department, in the Telecommunications and Integrated Applications Directorate (D/TIA) at ESTEC we are looking for an: Assistant Project Controller at ESA/ESTEC

Main tasks and responsibilities:

  • Maintaining the Artes 8 Programme geographic return file. This comprises:
    • Maintaining a list of all procurements with their geographic return and associated weighting factors;
    • Verifying transparently the progress of contract actions with respect to ESA corporate systems (Cosy/cosynotes/SAP), finance (Awards/SAP) and geo return (Systri/SAP)];
    • Producing a list of all adjustments necessary to amend and align the contract commitment file with the geographic return file. These adjustments may involve:
      • Corrections for errors;
      • Recording and adjustment for indirect payments;
      • Recording and adjustment for Special Distributions;
      • Implementation of Compensation measures agreed at Industrial Policy Committee;
      • Special measures (directed by Programme Board);
    • Ensuring that the necessary adjustments are made and recording their implementation;
    • To cross-check the formal ESA geographic return file (Systri, WEB Collector, SAP) with the Artes 8 Programme geographic return file;
    • Liaising with RES-P to ensure a common ESA understanding of the geo return position;
    • Working with the Project Controller to simulate the end of programme geographic return position for each of the Programme sub-elements and for each Participating Member State;
    • Producing reports on the geographic return status for the project controller & programme manager, management, delegates etc as necessary.
  • Setting up, maintaining/updating & preparing reports upon the activities & milestones of the Artes 8 Programme (in MSP, or another database).
  • Maintaining the Artes 8 Programme Risk Register file.
  • Supporting project controller and team with manpower, mission & procurement action planning and implementing the programme cost model, as necessary.
  • Acting as custodian for the Project Control ‘administrative calendar’
  • Attending meetings as necessary. Normally these will be held at ESTEC.
  • Travel to Paris or Toulouse may also be required.
  • Acting as secretary to the weekly Project Control Section Team Meeting.
  • Assisting in the preparation, maintenance and reporting of programme financial status to internal management, delegates, both formally at JCB and in QRC and informally in bi-lateral reports/meetings as required.

Skills:

  • Degree in Business Administration or equivalent;
  • Several years of experience in control or management of technical activities with focus on technical projects and related procurement actions, including planning, implementation, follow-up and report status;
  • Strong knowledge of MS Office, including Word, PowerPoint and especially Excel;
  • Familiarity with SAP and ESA Corporate applications is a distinct advantage;
  • Good verbal & written communication
  • Ability to synthesise complex financial data using spreadsheets;
  • Good organizational skills and attention to detail;
  • Ability to rapidly understand the ESA context and Artes 8 programme specific context;
  • Flexibility with and willingness to respond easily to frequently changing situations, providing analyses/reports, on occasion, under time constraint;
  • Ability to strike a good balance between initiative/autonomy Fluent in English; Knowledge of French is an asset.
